Project Symphony was a $35.44 million collaboration between Synergy, Western Power, AEMO and Energy Policy WA - exploring how customer-owned Distributed Energy Resources (DER) such as rooftop solar, batteries and major household appliances could be orchestrated within a future decentralised energy market.
The pilot represented a significant milestone in the WA Government’s Distributed Energy Resources (DER) Roadmap and demonstrated how Virtual Power Plants can support a more flexible, reliable and affordable electricity system for Western Australia.
Our role
Strategic Solutions Perth served as the Lead Communications Partner within the program’s integrated delivery team.

Project Symphony provided valuable insights into how Western Australia’s electricity system can continue to deliver reliable, secure and affordable power as DER uptake accelerates. We partnered with Francis Jordan Catholic School to develop their five‑year Strategic Plan that clearly defines the school’s priorities and provides a practical roadmap for achieving them. The plan outlines strategic objectives, key initiatives, and success measures (KSMs), ensuring every action aligns with the school’s vision, values, and strategic pillars.
The strategy was shaped through a collaborative process involving School Leadership, Staff, and the School Advisory Council - ensuring strong ownership and alignment with the broader Catholic Education Western Australia (CEWA) Strategic Plan.

We facilitated a structured and inclusive planning process that brought together diverse perspectives across the school community.

The Schools Virtual Power Plant (VPP) Pilot - Western Australia’s first VPP - was a $6.2 million initiative funded through the WA Government’s Clean Energy Technology Fund. The pilot aimed to reduce energy costs and carbon emissions across public schools by deploying and coordinating distributed energy resources (DER) such as solar PV and Battery Energy Storage Systems (BESS). Seven regional schools received new energy assets, which were then orchestrated through a VPP aggregation platform to improve energy reliability, optimise system performance, and support broader grid stability.
Our role
We led a cross‑functional delivery group to complete a comprehensive Request for Tender (RFT) for the Engineering, Procurement and Construction (EPC) of the BESS and solar PV systems.
Our work included
Coordinating technical, commercial, and operational stakeholders
Supporting the end‑to‑end RFT development and evaluation process
Ensuring requirements were clearly defined, feasible, and aligned to program objectives
Supporting integration of the assets into the VPP aggregation platform
Leading stakeholder engagement and communication with key project partners, including the Department of Education
Impact
The pilot demonstrated how distributed energy assets in public schools can be aggregated and controlled to support system reliability and reduce energy costs. It provided practical insights into deploying DER in regional school environment, integrating BESS and solar PV into a VPP platform and enabling smarter, more flexible energy use in the education sector.
The project established a foundation for future VPP and DER initiatives across Western Australia’s public infrastructure.
